Dampak Implementasi Regulasi Tentang Sistem Verifikasi Legalitas Kayu (SVLK) terhadap Ekspor Produk Industri Kehutanan Indonesia

Abstract


ABSTRACT

This study aims to analyze whether the implementation of Indonesia’s Timber Legality Assurance System (SVLK) scheme affects Indonesia’s local forest products exports statistics. We use a panel data of Indonesia’s forest export commodities to 37 importing countries during 2005-2016. A regression indicates that the implemented regulation on Timber Legality Assurance System in either sides (Indonesia alone or importing countries alone) has no significant impact on the quantity (volume) of local forest products exports. Meanwhile, the timber legality verification regulation that has been implemented in both sides (Indonesia and importing countries) will increase the quantity (volume) of local forest goods exports 0.38 times. It happened because SVLK was began to be recognized and accepted by importing countries.

ABSTRAK

Penelitian ini bertujuan untuk menganalisis apakah implementasi regulasi mengenai SVLK berdampak terhadap ekspor produk industri kehutanan Indonesia. Kami menggunakan data panel ekspor produk industri kehutanan Indonesia ke-37 negara pengimpor selama 2005–2016. Hasil regresi menunjukkan bahwa regulasi/ketentuan legalitas kayu yang hanya diimplementasikan di Indonesia (SVLK) atau negara pengimpor tidak berpengaruh terhadap kuantitas (volume) ekspor produk industri kehutanan Indonesia. Sementara itu, regulasi/ketentuan legalitas kayu yang sama-sama sudah diimplementasikan di kedua negara akan dapat meningkatkan kuantitas (volume) ekspor produk industri kehutanan Indonesia sebesar 0,38. Hal ini dapat terjadi karena regulasi SVLK yang diimplementasikan oleh Indonesia mulai diakui dan diterima oleh negara pengimpor.
